BOARD OF GOVERNORS MEETING MINUTES

South Dakota Lutheran Laymen's League
Quarterly Board of Governors Meeting
January 15, 2011
Zion Lutheran Church, Sioux Falls SD

Board of Governors (hereafter Board) meeting called to order at 9:30 a.m.

Attendees: Bob and Judy Portice, Jim Kaufman, Mark Sieverson, Ken Boettcher, Joe and Shelly Simonson, Merle Heidenreich, Bill Snow, Gene Stegeman, Dutch TeSlaa, Pastor Terry Naasz

President Portice introduced Pastor Naasz as the new Pastoral Advisor for the SD LLL District.  

Pastor Naasz led a short devotion based upon John 9: 21-22.

Minutes from the last Board were not available for review and approval. This will be taken up as business at the next Board meeting.

Treasurer’s report was briefed.  Motion was made, seconded, and approved.  A copy of the report will be placed in the record.

Motion was made and seconded to accept the quarterly rebate for the sum of $630.84.   After discussion concerning the need for the money to conduct Board business, the motion was not approved.

Clown Ministry Report

  • Have been supporting the Children’s Inn in Sioux Falls
  • Plan to serve Blessed Redeemer in Brandon on Feb 27
  • Remain available to serve other needs upon request

Dartball Tournament 2011

  • Zion Lutheran Sioux Falls will host.  Zion Youth will serve food and beverages.
  • The tournament will start at 10:00 am
  • Time will be set aside to promote League activities to the participants
  • A motion was made, seconded and approved to take a free will offering to be used for school supplies for the District’s Uruguay Mission Project.

District President’s Report

  • Reminded the Board of the LHM resources available highlighting the online Daily Devotions.
  • Encouraged the Board to look forward, not backward, as we strive to promote the League and its ministries.
  • Provided status of the Uruguay Mission project.   Response to the District wide appeal for puppets and money for school supplies was very disappointing.  On $50 received and no puppets.
  • New state prison soon to open in Rapid City could be a new opportunity for our Bible Outreach project.
  • New music CD from Men’s Network is now available.
  • Bob led a discussion regarding the location of future Board meetings.  Consensus was to continue to have the meetings at Zion Sioux Falls in the Conference Room.
  • The next Board Meeting was set for April 23, 2011.
  • The District Board needs to be thinking about potential governance changes in response to changes being made in ILLL governance.

Region 12 Governor’s Report

  • 8 Regional Outreach Conferences (ROC) will be held at various locations in the USA.   On March 18-19, a ROC in our area will be held in Alexandria, Minnesota.   Program contents, schedule and registration are available online at www.lhm.org.   It is up to Districts to promote this important gathering.   LCMS Districts are providing speakers and other resources which have been great.
  • ILLL is using Webinar teleconferencing technology to reduce costs of conducting League Business.  Governor Snow reported that it worked reasonably well, providing that Board members prepare in advance of the meeting by reading materials provided.  Recent 4 hour Webinar was substituted for a 3 day Meeting in St Louis.
  • A call has been extended to a candidate for Speaker of Lutheran Hour Ministries.   The Board should be informed of acceptance by Feb 1.
  • In the area of finances, the League continues to be blessed.   Income exceeds budgeted income and expenses are below budgeted expenses yielding a small surplus in funds.
  • Governor Snow answered questions regarding League Governance changes.
    • The process is moving ahead slowly.  A new 55 page Policy Manual is under review by the Board of Governors.
    • Nominations Committee for 2012 elections in being assembled.   This will be the first election within the new governance model and Policy Manual. 
    • The current 14 Region Governance will cease to exist.  It will be replaced by Board of Directors consisting of 12 members at large led by a President and Vice President.
  • A motion was made, seconded and approved to promote the Regional Outreach Conference in Alexandria, Minnesota on March 18-19 by creating information brochures to distribute throughout the District to build a campaign to get 50 people to attend.
    • Actions
      • Ken  - Create brochures – target 300
      • Dutch – Distribute brochures around the District
      • Gene – email blitz to Pastors, Ambassadors and other lists available to us.

Zion Youth served a working lunch to Board members and were thanked with applause from the Board.

Meeting was adjourned by President Portice at 1:15 pm.
